EDITORIAL
JUST THREE OF THE TWENTY POSITIONS OF CHAIRS OF EUROPEAN PARLIAMENT COMMITTEES GO TO WOMEN

While the overall trend of women’s representation in the European Parliament has steadily increased since 1984, the recent elections of June 2004 showed a stagnation of the female representation in the EU institution representing the voice of the European people. The proportion of women MEPs rose from 17.3% after the 1984 elections to 31% in 2003 and 30.3% after the 2004 elections. The situation is disappointing in terms of women’s representation in the EP governing bodies especially in terms of chairing positions of Parliamentary Committees as after the last elections women only represent 15% of chairpersons of Parliamentary committees. Three women have been appointed
chairs: Pervenche Bérès (PES, France) will chair the Economic and Monetary Affairs committee Luisa Morgantini (GUE/NGL, Italy) will chair the Development Committee and Anna Zaborska (EPP-ED, Slovakia) will chair the Women's Rights and Gender Equality Committee. In terms of other governing bodies, only two political groups are co-chaired by women (20% of
chairpersons) and only 6 of the 20 members of the EP Bureau are women (30%). This shows that while the “critical mass” of women in the EP reached (30%), the position of women is still quite weak in terms of their internal influence within the EP and that negotiations between political groups for the appointment of chairpersons did not take the gender aspect into consideration. Apart from Cyprus and Malta, who have not sent a single woman to the Parliament, Poland has the worst record if female representation with only 7 women MEPs out of a total of 54 MEPs (13%) and Sweden is the only country whose country representatives are mostly female (57.9 %). EWL PUBLICATION: “GENDER BUDGETING: AN OVERVIEW BY THE EUROPEAN WOMEN’S LOBBY”. Gender budgeting initiatives are still relatively new in Europe, but they provide a powerful tool for analysis of policies and for progress towards gender equality. Given the different position of women and men in society and the unequal access to resources they enjoy, public budgets, which are usually seen as having the same effect on all people, can have different impacts on women and men. The EWL publication aims at giving information on existing analysis and work on the issue of gender budgeting with a special focus on the EU, it also gives an overview of existing gender budgeting initiatives in EU Member States. EWL CALLS FOR A STRONGER CONVENTION ON TRAFFICKING - In August 2004 EWL started a lobbying action in relation to the draft proposal from the Council of Europe Ad Hoc Committee on Actions against Trafficking in Europe (CAHTEH). The Convention aims to protect the fundamental rights of victims of trafficking and to complement the legal instruments already adopted by the UN (including the “Palermo Protocol") and the EU on trafficking. EWL is very concerned that the amendments proposed after the 5th meeting of the CAHTEH would weaken the aims of the Convention and limit its scope to another instrument to combat illegal immigration. The EWL has observer status to the CAHTEH and participates in its meetings. The next meeting will take place in Strasbourg on 28/9-1/10.04. Last June, the Council of Ministers agreed to communicate the draft Convention to the non-governmental organisations involved in the subject in order to consult them. MARIA DE LOURDES PINTASILGO (1930 - 2004) - A SPLENDID EUROPEAN WOMAN LEFT US - On 10.07.2004, Maria de Lourdes PINTASILGO died suddenly from a heart attack in Lisbon. Born in 1930, the life of Maria de Lourdes PINTASILGO is closely related to the History of Portugal in the second half of the XXth century. She was General Director, Ambassador, Secretary of State, Minister, MEP and remains the only Portuguese woman to have exerted the functions of Prime Minister. She had a contemporary vision of citizenship and a deep understanding for the improvement of democracy. She fought for an active society where each person exerts her rights and assumes her responsibilities towards the community and others; she was a living example.

04.08.2004: BARROSO COMMISSION: EIGHT WOMEN IN THE NEW COMMISSION - ANNOUNCEMENT OF PORTFOLIOS  - As the future Commission’s President requested before the European Parliament, the number of women in the Barroso Commission has reached eight with the nomination of the former Dutch Transport Minister Neelie Smit-Kroes. Having now received the nominations for all the members of his team from governments, José Manuel Barroso declared himself particularly pleased, with the strong female presence, "the largest number ever seen in the Commission". The percentage of women in the Prodi Commission was 20% after Anna Diamantopoulou left in Spring 2004, the new Commission will reach a proportion of 32% women. Margot Wallström from Sweden was nominated First Vice President in charge of Institutional Relations and Communication Strategy. The three other vice presidents are men. Vladimir Ðpidla (Czech Republic) was nominated Commissioner for Employment, Social Affairs and Equal Opportunities. COUNCIL OF EUROPE: ZERO TOLERANCE FOR DOMESTIC SLAVERY - Meeting in plenary session on 21-25 June in Strasbourg, the Parliamentary Assembly of the Council of Europe adopted the report by Giuseppe Gaburro (EPP/DC, Italy) on domestic slavery. Parliamentarians call for application of "zero tolerance" for domestic slavery. Thousands of women throughout Europe fall victim to such slavery, either being forced to work as servants in private households, or exploited as au pair girls or subject to abuse after becoming "mail order spouses". In its resolution, the Assembly suggests that aid be given to the victims, irrespectively of whether their papers are in order or not, or whether they were victims of human trafficking or came of their own free will. The parliamentarians also recommend: 1) the setting in place of an accreditation system for agencies that find jobs for au pair girls, domestic workers and mail-order spouses; 2) granting of a temporary residence permit for victims of domestic slavery; 3) adoption of a Charter of Domestic Workers' Rights guaranteeing such workers social rights; and 4) compensation for victims. 12.08.2004: UN SECRETARY-GENERAL APPOINTS RACHEL N. MAYANJA OF UGANDA AS SPECIAL ADVISER ON GENDER ISSUES, ADVANCEMENT OF WOMEN -The Secretary-General announced the appointment of Rachel N. Mayanja as his Special Adviser on Gender Issues and Advancement of Women.  The appointment is at the Assistant-Secretary-General level. Ms Mayanja is currently serving with the United Nations Food and Agriculture Organization (FAO).

31ST SESSION OF THE CEDAW COMMITTEE- The United Nations Committee on the Elimination of Discrimination against Women (CEDAW) is an expert body established in 1982 composed of 23 experts on women's issues from around the world. The Committee's mandate is very specific: it watches over the progress for women made in those countries that are the States parties to the 1979 Convention on the Elimination of All Forms of Discrimination Against Women. At its 31st session on 6-23.07.2004, the CEDAW Committee examined the reports of 8 countries, including Latvia, Malta and Spain. THE UK ACCEPTS THE OPTIONAL PROTOCOL TO THE CEDAW CONVENTION- After a review of International Human Rights instruments, the UK Government decided to accept the Optional Protocol to CEDAW in July 2004. One important change resulting from the review is that, for the first time, the UK will accept an individual petition mechanism under the Convention on the Elimination of All Forms of Discrimination Against Women (CEDAW). This means that people in the UK will be able to take complaints about discrimination against women directly to the UN body that monitors the Treaty. HUNDREDS OF ESTONIAN TEENAGE GIRLS END UP AS PROSTITUTES ABROAD: A study recently carried out in eight East-European countries on the trafficking of juveniles with the aim of sexual exploitation found that hundreds of Estonian juvenile girls are sold into prostitution in foreign countries. The International Organization for Migration said that about 500 Estonian women and girls yearly ended up as victims of the trafficking in humans. Sociologist Aire Trummal, who mapped the Estonian situation in cooperation with the Tartu Children's support centre, said most of these cases focused on 14-17-year-old girls of problematic background, who fall victim to a newspaper advertisement promising well-paid work or a casual acquaintance at a bar. INTERNATIONAL WOMEN’S CONFERENCE ON “GENDER AND DEMOCRACY”, BERLIN, GERMANY; 11-13 SEPTEMBER 2004 - The National Council of German Women’s Organizations (Deutscher Frauenrat) has invited 200 representatives of women’s NGOs from all over the world to take part in a dialogue about European and international women’s rights, new forms of women’s participation and strategies of ensuring political and social equality for women. The conference will focus on two issues: 1) the current state of women’s rights in Europe and the options and obstacles of women’s participation in an enlarged European Union; 2) strategies to implement women’s rights on a global scale and the manifold forms of engagement women have found to demand their rights. "SEXUALISED VIOLENCE AND ITS CONSEQUENCES" is a new Handbook by Medica Mondiale (May 2004) on the Support of Traumatised Women . The manual deals with several topics such as working with trauma, psychological, social, and physical consequences of sexualised war violence, legal position and consulting services for fugitive women in Germany, trauma sensitive therapy, psychosocialand therapeutical support and legal international actions against sexualised war violence. Call for proposals on initiatives to prevent and combat domestic violence against women This call for proposal is issued by DG EMPL, and is different from the DAPHNE programme. The call aims at supporting awareness raising activities which serve four functions: 1) acknowledge the problem of domestic violence; 2) Inform victims about emergency and help services; 3) Make potential perpetrators aware of the sanctions they will face; 4) Encourage reporting which in turn could help to better assess and deal with the phenomenon. “DIVERSITY IN MANAGEMENT SCHOLARSHIP 2004” FOR WOMEN FROM THE NEW EU MEMBER COUNTRIES -To support the New EU Member States, the Institutio de Empresa Foundation and the Centre for Diversity in global Management have launched “The Diversity in Management Scholarship 2004” for Women from the New EU Member Countries. There are 20 scholarships each of which covers 50% of the programme fees.
